One consequence of the over-all shift in educational
budgeting, that is the relatively small expenditure of
public education as compared with business, armed
services and entertainment, implies a completion of
a great cycle and a return to the apprentice system.
The unrest of the teenager is really indicative. Our
technology insists that he have an adult role, if only
because it gives him a very large portion of the
adult world on the installment plan via
entertainment. We have only to leave the public
school system for children up to the age of 10 or
12 and to abandon compulsory education. If the
rest of the young population is employed from the
age of 12 it can escape the older segmentation
