  1. One consequence of the over-all shift in educational 
  2. budgeting, that is the relatively small expenditure of 
  3. public education as compared with business, armed 
  4. services and entertainment, implies a completion of 
  5. a great cycle and a return to the apprentice system. 
  6. The unrest of the teenager is really indicative. Our 
  7. technology insists that he have an adult role, if only 
  8. because it gives him a very large portion of the 
  9. adult world on the installment plan via 
  10. entertainment. We have only to leave the public 
  11. school system for children up to the age of 10 or 
  12. 12 and to abandon compulsory education. If the 
  13. rest of the young population is employed from the 
  14. age of 12 it can escape the older segmentation
